NAPLES — The Southwest Florida Regional Planning Council elected Robert Mulhere as chairman, succeeding Naples Councilwoman Teresa Heitmann.

Mulhere is director of the planning division for Hole Montes, a Naples-based engineering firm. Florida Gov. Rick Scott appointed Mulhere to the council and he served as vice chair last year.

Charlotte, Collier, Glades, Hendry, Lee and Sarasota counties formed the council in 1973. The agency is composed of county commissioners and municipal elected officials as well as gubernatorial appointees. In addition, there are four non-voting appointees representing the Florida Department of Transportation, the Florida Department of Environmental Protection, and the South Florida and Southwest Florida Water Management districts.

The council reviews developments of regional impact and local growth-management plan amendments. It works with municipalities to provide services and facilities and to promote economic development and diversification with natural resources, and any social, land use, transportation and public health, safety and welfare issues.
