Legislature has business on the docket

The 2013 Legislature theme for the Florida division of the National Federation of Independent Business, one of the most powerful lobbying groups in Tallahassee, could be called hyper-focus.

That's because the organization, in its must-pass list, goes straight to bottom-line issues. The group acknowledges the big picture stuff, like the cost of the federal health care bill, the state budget and ethics reforms, are important. But NFIB Florida Executive Director Bill Herrle, in a release, says a focus on other, less notable issues “will foster a more business-friendly environment here in Florida.”

Some the issues the NFIB supports in the 2013 session, which opened March 5, includes:
• Paid leave: Legislation that would enact a statewide preemption bill that prohibits local governments from issuing ordinances related to mandatory paid leave.
• Bad-check laws: Measures that allow small business owners to timely recover money lost to worthless checks.
• Manufacturing sales-tax exemption: A sales-tax exemption on the purchase of new manufacturing equipment for small business owners. Would also eliminate productivity requirements currently necessary for any equipment purchase tax break.
• Tort reform: The Fair Settlement Act, which prevents lawyers from filing lawsuits and claims that can potentially bring on increased insurance premiums for business owners.
• Workers' compensation: Cap the amount doctors can charge for directly dispensing prescription drugs, which the NFIB says would help relieve high workers' compensation rates.
