TAMPA BAY
Tech company appoints operating officer

Tampa-based software development and technology firm Nitro Mobile Solutions named financial services veteran George Hall chief operating officer.

Hall has more than 30 years' experience in business processes, a statement says. He most recently was the owner of Hall Executive Services, where he provided consulting services to CEOs and business owners. Before that he was president of the private client group at Platinum Wealth Partners, Tampa market executive at TD Bank and president of Florida banking at Superior Bank.

Hall is involved with various professional organizations, including the Greater Tampa Chamber of Commerce and the Tampa Hillsborough Economic Development Corp. He is a member of the 3rd U.S. Infantry Regiment and an honorary commander at MacDill Air Force Base.

Nitro Mobile Solutions is a software and technology development firm based in Tampa. It was recognized in the Inc. 500 as a rapidly growing company.

College selects board members
The Hillsborough Community College Foundation named five new board members. Each new member, according to a statement, was appointed to three-year terms that begin July 1. The appointees include:
Michael Dosal, J.P. Morgan Chase;
Katharine Eagan, Hillsborough Area Regional Transit Authority;
Gina Evans, Tampa International Airport;
Greg Thompson, Hillsborough Community College;
Garrett VonEye, USAmeriBank
The foundation's board now has 23 members and a seven-person executive committee. The foundation was founded in 1974 to accept, manage and administer private gifts to support the college.

SARASOTA-MANATEE
Luxury builder hires area sales leader

Luxury homebuilder Neal Signature Homes hired Jeff Eslinger to manage its Sarasota, Manatee, Apollo Beach and Lakewood Ranch sales teams.

Eslinger will oversee sales teams in Neal communities that include MiraBay, The Highlands and Windy Hall, among others, a statement says.

Eslinger, with 40 years' experience in residential homebuilding, started his career working part time with his father as a carpenter and job site superintendent. For 34 years, he worked with his father, brother and sister, and ran Eslinger Homes, a residential homebuilding company in Sarasota and Manatee counties. Eslinger is a past president of the Manatee-Sarasota Building Industry Association.

Neal Signature Homes is a semi-custom luxury homebuilder headquartered in Lakewood Ranch. Its parent company, Neal Communities of Southwest Florida, reported $369.7 million in revenues in 2015.

Bank promotes senior vice president

Encore Bank promoted 30-year banking veteran William Blevins to executive vice president.

Blevins joined Encore Bank in 2011, when he was named Lee County market executive, senior vice president and senior lending officer. In that role, he oversaw the bank's commercial lending team in Lee, Collier and Charlotte counties. In those five years, the bank posted double-digit loan growth, a statement says.

Founded in 2007, Encore Bank has six branches. The bank had $377.7 million in assets through March 31.
