WellCare names new VP for public policy

TAMPA— WellCare Health Plans Inc. has promoted Blair Todt, its senior vice president and chief compliance officer, to senior vice president of external affairs. In this new role, Todt will be responsible for WellCare's interactions with government entities and will oversee the company's business development, government affairs and public policy functions.

Todt joined WellCare in March 2010. He was previously senior vice president and general counsel and secretary for health care provider MedCath Corp. He also served as deputy general counsel of compliance and litigation at BearingPoint Inc. (formerly KPMG Consulting Inc.) Earlier in his career, Todt was a partner at Carter, Conboy, Case, Blackmore, Maloney, and Laird, P.C.

Cyndi Baily, WellCare's vice president and assistant general counsel has been promoted to senior vice president and chief compliance officer, replacing Todt.

Baily joined the company in July 2012 as senior corporate counsel. Prior to joining WellCare, Baily served as senior counsel for the Pacific Northwest National Laboratory's Battelle Memorial Institute. She was also previously deputy general counsel for King Abdullah University of Science and Technology in Saudi Arabia.

“These strategic shifts in our company's management structure will help us drive further progress towards our strategic priorities, and will enable us to more effectively adapt to the changing conditions and requirements of our federal and state government customers,” Alec Cunningham, WellCare's CEO, says in a press release.

The changes are scheduled to take place Nov. 4.
