Tampa-based WellCare Health Plans promoted Elizabeth Miller, an executive with the company since 2012, to president of Florida operations.

Miller had most recently been chief operating officer for Florida, according to a release. In her new role she will have responsibility for WellCare's Medicaid and Medicare Advantage businesses statewide, including strategy, regulatory compliance, network management, sales and marketing, medical management, finance and administration, the release adds. She will report to Gregg MacDonald, who has taken a broader role at WellCare as a division president, where he will oversee Florida, Georgia and South Carolina. He was company's state president of Florida for two years.

"Liz is an innovative health care leader with extensive clinical, operational and executive management experience," MacDonald says in the release. "She has a deep understanding of what is needed to deliver quality health care to seniors, people with disabilities and those with low incomes.”

Prior to joining WellCare, Miller held corporate and field leadership roles with Genesis Healthcare and network management and health service leadership roles with UnitedHealth Group before she joined WellCare. At WellCare she oversaw the company's successful bid and implementation of Florida's Managed Medical Assistance Medicaid program. She was named COO in 2014.

"I began my health care career as an oncology nurse with a strong desire to help vulnerable patients at such a critical juncture in their lives," Miller says in the release. "I joined WellCare in 2012 with much the same intent - to help those who rely on Medicaid and Medicare live better, healthier lives. It's an honor to be named president and I look forward to continuing to find ways to improve access and quality for our members."

As of June 30, WellCare serves approximately 773,000 Medicaid members, 60,000 Florida Healthy Kids members, 92,000 Medicare Advantage members and 29,000 Medicare Prescription Drug Plan members in Florida. The company serves about 3.8 million members nationwide.
