Raymond James Financial Inc. will open a new office in Houston to expand its public finance practice.

Carmen Best, debt manager for the city of Houston for 10 years, will lead operations at the new office, recently joining the firm as a director.

Raymond James already offers investment banking and equity research services in the Houston market. Managing Director John Forney said the new public finance office “strengthens and deepens our capabilities” in the region.

In addition to hiring Best to run the new office, Raymond James hired four other financial services professionals to complement its staff throughout the U.S. On the Gulf Coast, Jim Mitchell will join the firm's St. Petersburg operations as a director in the health care division.

Elsewhere, Ed Wall will join the company as a managing director for its Southeast Group, and will work from Atlanta. Jan Blazewski and Matt Rademacher join the company's Philadelphia office.
